What Fire Safety Equipment Does a Shopping Mall Need?

A shopping mall needs ISI-certified ABC extinguishers in shops and stockrooms and water-based extinguishers in atriums and corridors. Food court kitchens need a fire blanket and an ABC extinguisher, plus a Class F-rated extinguisher where cooking oil is a hazard. Electrical rooms need CO₂ extinguishers. The mall also needs a fire alarm with detectors on every level, hose reels, sprinklers as its fire plan requires, and a valid fire NOC from the state fire service.

THE RISK

A Crowded Mall Has No Time for a Slow Response

A short circuit behind shop signage. Packaging stacked in a stockroom. A fryer in the food court. Malls pack large crowds, dense stock and dozens of tenants under one roof. A fire in one unit can push smoke into shared atriums and escalator lobbies, so detection and first-aid firefighting must work from the first minute.

Under NBC 2016, shops and malls fell in the mercantile group (Group F), while multiplexes, restaurants and assembly halls fell under the assembly group (Group D). A mall that houses both has to plan for both.NBC 2016 Part 4, now NBCS 2026 Part F

KNOW THE IGNITION SOURCES

What Causes Fires in Shopping Malls?

Protection only works when it matches how fires actually start in your mall.

Electrical overload

Lighting, signage, displays and AC units on ageing or overloaded circuits.

Perfumes, aerosols and chemicals

Perfumes, cosmetics, aerosol cans and cleaning products are flammable liquids and pressurised containers on open shelves.

Food courts and kitchens

LPG, deep fryers, grease-laden exhaust ducts and kitchen AC.

Shops and trial rooms

Garments, display lighting and phone chargers packed into small, fabric-heavy rooms.

Stockrooms and packaging

Cartons, plastic wrap and paper feed a small fire and spread it to neighbouring units.

Fit-out and hot work

Welding, cutting and electrical work during tenant fit-outs, often while neighbouring shops are trading.

Generator, HVAC and service rooms

Diesel sets, switchgear, chillers and battery banks that run for long hours.

Skipped maintenance

Expired extinguishers, blocked exits, untested alarms and stock stacked under sprinklers turn a small fire into a large one.

MATCH THE EQUIPMENT TO THE AREA

Which Fire Fighting Equipment Does Each Mall Area Need?

Each mall area needs a different extinguisher: ABC for shops, water-based for atriums, a fire blanket and ABC for food courts, and CO₂ for electrical rooms. Fire fighting equipment for malls in India has to match the area it protects, because the wrong extinguisher costs seconds you do not have.

Fire classes (Indian Standard): A = solids such as wood, paper, cloth and plastics · B = flammable liquids · C = flammable gases such as LPG · D = metals · F = cooking oils and fats. Electrical equipment is not a separate class, so pick an extinguisher tested for live electrical use, such as CO₂.

F CFood courtCooking oil, LPG and stoves, with a risk of grease fire.Fire blanket + ABC extinguisherThe blanket smothers small pan and clothing fires; the ABC extinguisher covers the surrounding fire. Shut off the LPG supply first. Cooking-oil fires are Class F, and ABC powder is not rated for them. Confirm the unit with your fire officer.
AStockrooms & back-of-houseCartons, plastics, paper, cleaning stock.ABC extinguisher + smoke detectorsKeep stock clear of exits and of the space below sprinkler heads.

Powder residue can damage delicate electronics.

Final type, size, count and placement must follow IS 2190:2024, your fire safety plan and your local fire authority. This table is a starting point, not a site assessment.

COMPLIANCE

What Fire Safety Rules Apply to Malls in India?

A mall needs a fire NOC from the state fire service and equipment that meets IS 15683:2018, IS 2190:2024 and the fire code your state follows (NBC 2016 or NBCS 2026 Part F). An inspection rarely turns on whether you own equipment. It turns on whether the right equipment is installed, marked, serviced and recorded.

Rules vary by state and are revised from time to time. Confirm current requirements with your local fire authority before relying on this page.

Rules & directions
Fire NOC for shopping mallsA mall is expected to hold a fire NOC or fire safety certificate before it opens to the public, issued by the state fire service. Thresholds differ by state. In Delhi, mercantile buildings above 9 m or ground plus two upper floors, and all assembly buildings, are among the classes that need one. The owner or occupier is responsible for keeping the fire safety measures working. Under the Delhi Fire Service (Amendment) Rules, 2025, in force for these provisions since 24 August 2026, the certificate stays valid unless suspended or cancelled, with a yearly declaration in Form K. Settle in each lease who buys, services and records the extinguishers inside a tenant’s unit.
Periodic fire audits and drillsKeep a register of every extinguisher: type, make, location, inspection and service dates, pressure-test date and refill due. Add alarm test logs and drill records. Your fire authority can ask to see all of them.
NBC 2016 Part 4 (now NBCS 2026 Part F)Sets fire and life safety provisions by occupancy, building height and area: exits, detection, extinguishers, hose reels, hydrants and sprinklers. BIS replaced NBC 2016 with NBCS 2026 (National Building Construction Standards) on 30 April 2026, and fire and life safety moved to Part F. NBCS is published as guidance, so the edition your NOC is assessed against depends on your state fire authority.
Indian StandardsISI-certified fire extinguishers for malls must conform to IS 15683:2018. Other standards that apply: IS 2190:2024 (selection, installation and maintenance of extinguishers), IS 2189:2026 (detection and alarm), IS 15105 (sprinklers), IS 3844:1989 (hydrants and hose reels) and IS 884:2025 (first-aid hose reels). Standards are published by BIS.

Shopping Mall Fire Safety: Frequently Asked Questions

No single best one: ABC powder for shops and stockrooms, water-based for atriums and corridors, CO₂ for electrical rooms, and a fire blanket plus ABC for food courts.

It depends on floor area, the hazard in each area and how far anyone must travel to reach an extinguisher. IS 2190:2024 sets the minimum number and rating for each case, and your fire officer confirms the final count. Send us your floor plans and we will quote against it.

Large multi-level malls are usually expected to have them, but it depends on height, floor area and state rules. Confirm with your fire authority. Sprinklers do not replace extinguishers.

Yes, in practice. The state fire service issues it, and thresholds differ by state. In Delhi, the owner or occupier also files a yearly declaration in Form K.

Check them regularly, service them at least once a year, and recharge them after any use. IS 2190:2024 also sets pressure-test intervals by extinguisher type, so record each due date in your extinguisher register.

It shows the unit conforms to IS 15683:2018 and is made under a BIS licence. You can verify it on the BIS Care app.
